This was taken by photographer John Beard and this particular one is pretty popular around the net. This guy breaks lightbulbs and burns the filament inside to take some beautiful pictures. Believe it or not, that's a green flame around the flickering yellow. You can tell the eyes and spots were Photoshopped in though- that's far too outrageous to be true. If it was then....
